The Mayor shall be charged with the duties of Budget Director which duties shall consist of, but not be confined to, assisting and consulting with department heads, Auditor, Treasurer and City's financial consultants in preparation, planning and expediting of the annual budget, and shall present to the Finance Committee of Council the budget in its tentative form for its consideration and study thirty days prior to July 1 of each year. The Mayor shall report to the Finance Committee of Council his recommendation for annual appropriations forty-five days prior to January 1 of each year for consideration and study. The Mayor shall inform and make recommendations to Council on other financial matters as is deemed necessary.
