(a) Applicability. Development review shall be required prior to new construction, redevelopment or rehabilitation in the IC, Institutional Campus district.
(b) Approval Process.
(1) The approval process for an Institutional Campus Master Plan shall be in accordance with the procedures of Section 1159.03: Procedure for Amending Zoning Ordinance.
(2) Phased development review of an approved Master Plan shall be in accordance with the procedures of Chapter 1161: Site Plan Review.
(c) Approval Criteria. The City Council may approve an Institutional Campus Master Plan application only if it determines that the proposed use/development in its proposed location:
(1) Is consistent with adopted plans of the City and the stated purposes of this Zoning Ordinance;
(2) Complies with all applicable standards of this Zoning Ordinance;
(3) Will not result in significant adverse impacts to other property in the vicinity of the subject tract or to the natural environment;
(4) Will not have significant adverse impacts on the livability of nearby residential-zoned lands due to:
A. Noise, glare from lights, late-night operations, odors, and litter; and
B. Privacy, traffic and other safety issues;
(5) Any differences in appearance or scale from the surrounding area will be mitigated through setbacks, screening, landscaping, or other design features; and
(6) Has adequate mitigation measures for any other identified adverse impacts.
(d) Amendments. The procedure for amending an approved Institutional Master Plan shall be the same as required for a new Institutional Master Plan under this Section, except that the Planning Commission may approved minor revisions. Minor revisions shall be interpreted as those that meet all the following criteria:
(1) Will not result in the addition of more than 3,000 square feet of floor area; and
(2) Will not result in the coverage of more than 10,000 square feet of site area.
(3) The Planning Commission has discretion to require minor revisions to go through the amendment process.
