The following standards shall be used when reviewing applications for new or expanding recreational vehicle park development proposals. Alternatives to each standard may be acceptable if the purpose and intent of the standard is achieved, and if reviewed and approved by the Sandusky County Health District and the Planning Commission.
(a) No new, or existing recreational vehicle park may be expanded, unless the requirements of this Zoning Ordinance are met, and such park is approved according to the Site Plan Review procedures of Chapter 1161.
(b) A recreational vehicle park shall:
(1) Be designed, constructed, operated and maintained so as to be harmonious and appropriate in appearance with the character of the vicinity of the proposed park and will not undesirably alter the essential character of the area.
(2) Be served adequately by public facilities and services of the persons responsible for the establishment of the proposed park who shall be able to provide such adequate services.
(3) Provide spaces to accommodate various types of RVs. The minimum buffer area to be provided around each RV space shall be ten (10) feet from side to side, eight (8) feet from side to rear, and six (6) feet from rear to rear or front to rear. A minimum of five (5) feet shall be provided between RV patios and any adjacent RV space. A minimum of six (6) feet shall be provided between the appurtenant structures attached to an RV and any adjacent RV space. No restroom shall be closer than twenty-five (25) feet to, nor further than four hundred (400) feet from, an RV space. Other permanent buildings shall be set back at least ten (10) feet from any RV space.
(4) Have vehicular approaches to the property which shall be so designed as to conform to existing traffic patterns and limitations on the surrounding public streets.
(5) Be a minimum of three (3) acres except for additions or extensions.
(6) Meet or exceed the licensing requirements of the Sandusky County Health District.
(7) Whenever a RV park is bounded by land which is both zoned and used for residential dwellings the common border between the RV park and the existing dwellings shall be buffered by a twenty-five (25) foot perimeter of either a continuous fence, trees, or shrubbery in accordance with Section 1147.08: Landscaped Buffer Area Abutting Residential.
(8) No temporary or permanent structure shall be permitted within the required setback requirements.
(9) One (1) off-street parking space shall be provided for each travel trailer recreational vehicle campsite. Every RV must maintain the ability to be pulled or moved at all times.
(10) The owner and operator of the recreational vehicle park shall limit the stay of visitors at any such facility to no more than ninety (90) days during any one hundred twenty (120) day period.
