1119.03 VARIANCES AND EXCEPTIONS.
   (a)    Hardship. These rules and regulations may be varied or modified whenever unusual conditions occur or the strict application of these requirements would result in real difficulties, substantial hardship or real injustice, but at the same time, the public health, safety, general welfare, and the interest of the City and the general intent of these rules and regulations shall be enforced.
   (b)    Large-scale Development. A variance or modification may also be granted whenever a plat is for a complete community or neighborhood, but any such variance will insure that adequate public spaces, circulation, recreation, light and air will be provided and the needs of the entire community when completely developed and occupied will be fully met.
