1117.02 STREET IMPROVEMENTS.
   (a)    Grading. All streets and thoroughfares shall be graded to their full width, including side slopes.
   (b)    Paving. All streets shall be paved.
   (c)    Subgrade. The subgrade shall be free of sod, vegetation matter or other similar material. Where poor subsurface drainage conditions exist, adequate drainage shall be installed. The subgrade shall be rolled with a roller of not less than ten (10) tons in weight. Sub-base grade tolerance shall be not more than one-half (½) inch in sixteen (16) feet. Sub-base construction shall be subject to the approval of the City Engineer.
   (d)    Base Course. The thickness, type of materials and method of constructing the base course will vary, depending upon the amount of anticipated traffic. The minimum base course shall be constructed of not less than two (2) courses, each course to be rolled, using a roller of not less than ten (10) tons in weight. Thickness of the base course after rolling shall be not less than eight (8) inches. A greater thickness may be required, depending upon the type of material used, the subsoil and subsurface drainage conditions and other pertinent factors. All materials and construction procedure shall be subject to the approval of the City Engineer.
   (e)    Surface Course. The surface course shall be a minimum two and one-half (2.5) inch asphaltic surface to be constructed in conformance with the requirements of the City Engineer.
   (f)    Curbs and Gutters.
      (1)    Where required. All streets shall have concrete combination curbs and gutters.
      (2)    Construction. Curbs may be of the wall type or may be combined with gutters built of concrete. Curbs, combined curbs and gutters, and graded gutters shall be constructed in conformance with the requirements of the City Engineer.
