(a) The proposed division of a parcel of land along an existing public street, not involving the opening, widening or extension of any street or road, and involving no more than five (5) lots after the original tract has been completely subdivided, may be submitted, together with a rough sketch and such other information as is pertinent to its determination herewith, to the City Engineer on behalf of the City Planning Commission for review. If the City Engineer determines that such proposed division is not contrary to applicable platting, subdividing or zoning regulations, it shall within seven (7) working days after submission, approve such proposed division, and, on presentation of a conveyance of such parcel, shall stamp the same, "Approved by the Fremont City Planning Commission, No Plat Required" and have it signed by the City Engineer and the appropriate transfer may then be recorded.
(b) However, if the owner of the property does not agree with any of the requirements specified by the City Engineer, he or she may then appeal to the City Planning Commission for approval for recording and such approval must be obtained before the transfer can be recorded.
(c) No preliminary or final plat other than the rough sketch of the division shall be required and none of the improvements described in Chapter 1115 shall be required for the transfer.
