171.19 ALLOCATION OF FUNDS.
   The funds collected under the provisions of this chapter shall be deposited in the Income Tax Fund and such funds shall be dispersed in the following order:
   (a)   Such part as is necessary to defray all costs of collecting the taxes and the cost of administering and enforcing the provisions thereof.
   (b)   Such allocations as the City Council deems necessary to fund the General Fund, Street Maintenance Fund, Capital Improvement Fund, Public Recreation Fund, Public Safety Equipment Fund, or any other Fund, all allocations of funding being in accordance with the laws of the State of Ohio and the City of Fremont.
