All waste material, except rubbish, including but not limited to, all putrescible (writer’s note: “liable to become putrid”, Webster’s New Collegiate Dictionary, 1977) wastes, and it shall include every refuse accumulation of animal, fruit, or vegetable matter, used or intended for food, or that attends the preparation, use, cooking, dealing in or storing of meat, fish, fowl, fruit or vegetables.
