(a) The exterior of all buildings shall be maintained in a safe and weather tight condition to resist decay and deterioration. In addition, the exterior surfaces of all buildings shall be maintained and in good repair so that the appearance of the building reflects a level of maintenance in keeping with the standards of the immediate neighborhood and does not constitute a blighting factor for adjoining property owners or to the progressive deterioration and downgrading of the neighboring vicinity.
(b) All buildings shall be equipped with gutters and downspouts connected to a storm sewer, drainage ditch or other leaching area, which shall be maintained in proper working condition. This requirement shall not apply to any residential accessory building unless failure to comply results in a nuisance for an adjoining property due to the unnatural accumulation of rainwater.
(c) All chimneys and foundations shall be maintained in a safe and weather tight condition to resist decay and deterioration and to protect against the entrance of rodents.
(d) All buildings shall be maintained free of broken windows, damaged screens, detached siding, unsecured storm windows, or crumbling stone or masonry.
(e) All stairs, porches and ramps intended for pedestrian traffic shall be maintained in a safe condition capable of supporting the load that normal use may cause to be placed thereon.
(f) All fences, parapet walls and railings shall be kept in good repair and firmly anchored in the ground or a structure which is so anchored, and treated periodically with chemicals or paint if necessary to retard deterioration, unless such deterioration is superficial and designed to enhance appearance.
(g) All premises shall be kept free of garbage, unsightly rubbish and other accumulations of material that may act as a breeding place for vermin or insects.
(h) All non-residential premises shall have an area for the routine temporary storage of garbage and rubbish that is enclosed or obscured from view.
