Before any plumbing permit is issued, application shall be made by the owner of the property or by the person who is to do the work. Each application shall be accompanied by a fee as follows:
(a) Three dollars ($3.00) for a permit plus one dollar ($1.00) per fixture up to and including a total of five fixtures;
(b) Five dollars ($5.00) for a permit plus one dollar ($1.00) per fixture up to and including fifteen fixtures;
(c) Ten dollars ($10.00) for a permit plus one dollar ($1.00) per fixture up to and including a total of twenty-five fixtures;
(d) Fifteen dollars ($15.00) for each permit plus one dollar ($1.00) per each fixture up to and including a total of twenty-five fixtures or more.
