(a) No person shall permit the handling, transporting, or depositing or storage of any material in a manner which may allow unreasonable amounts of particulate matter to become airborne.
(b) No person shall permit the use, construction, repair or demolition of any structure, site, roads, driveways, parking lots or open area without applying such reasonable measures as may be necessary to prevent particulate matter from becoming airborne, including, but not limited to paving or frequent cleaning of roads, driveways and parking lots, application of dust-free surfacing, application of water and the planting and maintenance of vegetative cover.
(c) No person shall perform sandblasting operation, blowing on of fireproofing over steel building members, tuck pointing, building cleaning and similar operations without adequate means of preventing particulate matter from becoming airborne. Adequate means may include, but are not limited to, wet process of sandblasting, temporary enclosures and the like, and the immediate clean-up of the material that has fallen to the ground, floor, platform or other surface.
