1311.03 RESTRICTION OF VISIBLE EMISSIONS.
   (a)   Unless otherwise specifically permitted by any provision of this chapter, no person shall permit the discharge into the ambient air such quantities of smoke or other air contaminants in such places or manner as to cause air pollution.
   (b)   No person shall permit the emission from any equipment, building or impoundment of any form of water or gas which decreases visibility unreasonably or causes ice, frost or water to collect upon any public street, or property, or upon another's property in such manner and amount as to constitute a nuisance by endangering the public safety or welfare.
   (c)   The discharge of visible air contaminants from any source, shall be in such manner that the following undesirable effects do not occur: impingement of plumes on properties or buildings, excessive vapors or nuisances. In determining whether such discharge violates the above provisions the following shall be considered, but not limited to the meteorology and topography of the area, the height, size, conformation and use of surrounding buildings and properties, the predicted ground level concentrations of emissions and the type, nature, composition, temperature, height, direction and velocity of the emission.
   (d)   No person shall permit the emission in the flue gas from any fuel burning equipment, process equipment or incinerator, particles in sufficient number to cause annoyance to any other person, provided that the particles are sufficiently large as to be visible individually at the emission point or of such size and nature as to be visible individually as incandescent particles. This provision shall apply only if such particles fall on property other than the property of the person permitting such emission.
   (e)   No person shall permit the emission into the ambient air of any kind containing an active force or substance which is objectionable because of its toxic, allergenic or irritant properties which produces an irritation, allergic or toxic reaction or causes an adverse effective upon plants, animals or persons.
