1311.02 AIR POLLUTION NUISANCE.

No person shall permit or cause the emission of such quantities of air contaminants, particulate matter or odorous matter from whatever source in such places or manner as to cause air pollution, and such air pollution is hereby found and declared to be and shall constitute a public nuisance.
