As used in this chapter, certain terms are defined as follows:
(a) "Air contaminant" means any solid, liquid or gas or any combination thereof, except uncombined water discharged into the ambient air.
(b) "Air pollution" means the emission into the ambient air of one or more air contaminants or any combination thereof, in such locality, quantity and such characteristics and duration, that they tend to endanger human health, safety or welfare, plant or animal life, property, or causes unreasonable interference with the comfortable enjoyment of life, property or the conduct of business.
(c) "Ambient air" means the air which makes up the atmospheric environment on earth outside of such structures as buildings, stacks or ducts.
(d) "Particulate matter" means any material, other than water, which is suspended in the ambient air in a finely divided form as a liquid or solid, at standard conditions.
(e) "Person" means any individual, partnership, association, syndicate, company, firm, trust, corporation, government corporation, department, bureau, agency or any other entity recognized by law as the subject of rights and duties.
(f) "Plume" means the visible discharge from a stack, duct or vent.
