(a) Numbering within the City shall begin at initial or starting lines on Croghan Street, East State Street and the Sandusky River. Numbering on streets located west of the River shall be numbered north and south from Croghan Street and west from the Sandusky River. Numbering on streets located east of the River shall be numbered north and south from East State Street and east from the Sandusky River. One hundred numbers shall be alloted to each block. All short or angling streets shall take the nearest parallel corresponding block numbers.
(b) All even numbers shall be placed on the north and west sides of the streets and all odd numbers shall be placed on the south and east sides of the streets. Twenty-five feet shall be allowed for each number except in the business district of the City where numbers shall be allotted in varying feet corresponding to the width of such business establishments as are now constructed. The figures shall have a minimum height of two and one-half inches.
