(a) Each and every owner, tenant, housekeeper or other person or persons occupying any single or two-family dwelling house in the City and producing garbage for collection shall provide water-tight containers not exceeding twenty gallon capacity in which to place garbage and refuse and shall replace the containers when they become worn out. Containers when filled for collection shall not exceed seventy-five pounds by weight. Miscellaneous rubbish or tree limbs shall not be handled for collection more than three feet in length and eighteen inches in diameter or to exceed seventy-five pounds in weight.
(b) Each and every such owner, tenant, housekeeper or other person or persons occupying any single or two-family dwelling house in the City and producing garbage for collection may elect to use bag only service or to purchase bags to supplement can service. Bags shall be placed in the same locations designated for cans. Bags shall be securely closed when placed for pickup.
(c) Where such dwellings have an alley abutment, containers shall be placed adjacent to the alley for collection. Dwellings not having an alley access shall place their containers outside all doors at the front of the garage or at the side of the dwelling, so as to be visible and easily accessible to the collector.
(d) Refuse and rubbish from such dwelling to be picked up at monthly unlimited pickups shall be left immediately adjacent to the street to be easily accessible from the street. All materials shall be securely bound so that they are not likely to be blown or strewn about by the wind or animals.
(e) It shall be the duty of every other owner, tenant, agent, lessee, occupant or person in charge of any other building, premises or place of business in the City to forthwith provide or cause to be provided, and thereafter at all times to keep or cause to be kept, suitable metallic, water-tight receptacles for receiving and holding all garbage, refuse and rubbish that may accumulate.
(f) Water shall be drained off garbage, which shall be wrapped in paper before being placed in a receptacle.
