943.02 DUTY OF SAFETY-SERVICE DIRECTOR.

The Safety-Service Director shall direct the collection and disposal of garbage and rubbish within the City and shall make rules, regulations and provisions for such collection and disposal. He shall have the authority to do all things necessary to carry out the provisions of this chapter, subject to the powers of Council.
