941.04 POLICY FOR THE NAMING OF PARKS AND/OR FACILITIES FOR INDIVIDUALS, CORPORATIONS, OR ORGANIZATIONS.
   (a)   A City park or recreation facility of the City of Fremont may be named or renamed for an individual, corporation, or organization if the following conditions are met:
      (1)   The park or facility has not been named for any other individual, corporation, or organization.
      (2)   The current name does not have any historical significance.
      (3)   The park and/or facility is new or substantially renovated or, if existing, there is a substantial tie or association with the person or organization to be honored.
      (4)   The naming of the park and/or facility after a living person will be avoided, unless the site has been donated by the individual.
 
   (b)   The following shall be considered examples for the remaining or naming of parks and/or facilities.
      (1)   If the individual, corporation, or organization has made a sizeable contribution towards the cost of the acquisition and/or development of the park and/or facility.
      (2)   If the individual, corporation, or organization has provided general long- term support for recreation, parks, or environmental preservation.
      (3)   If an individual has gained national prominence which in turns creates a positive image for the City of Fremont.
      (4)   If it is largely through the effort of an individual, organization, or corporation that the park or facility exists, it is not necessary that the individual, corporation, or organization provide personal funds, but through the extensive volunteer efforts, lobbying, fund raising, etc., of the person, corporation, or organization.
 
   (c)   The following additional facts should be considered in any discussions regarding the naming or renaming of any park and/or facility:
      (1)   The naming or renaming of the park or facility is the most fitting memorial for the individual, corporation, or organization.
      (2)   That the fame of the individual, corporation, or organization is not faddish and the citizen of Fremont will recognize the individual, corporation, or organization after such park or facility is named.
      (3)   The scope of the recognition should equal the accomplishment of the individual, corporation, or organization.
 
   (d)   Procedures for nominations and Selection Panel:
      (1)   Any Fremont citizen, corporation or organization may nominate an individual, corporation, or organization by submitting in writing the individual's, corporation's, or organization's name and reasons for the nomination to the Fremont City Council or the Parks and Recreation Advisory Commission.
      (2)   The Selection Panel to review each request will be composed of two Council persons, the Chairman of the Recreation Committee and the Chairman of the Citizens Service Committee; two Parks and Recreation Advisory Commission Members, the President and Vice-President; and the Safety-Service Director.
