Nothing in this chapter shall prevent any special agreement or arrangements between the City and any industrial user where special circumstances concerning the character of the waste or recovery of the cost of treatment should so require.
These agreements shall not violate the applicable Federal or State industrial pretreatment standards or their provisions, Fremont NPDES permit conditions, or the City's pretreatment program approval.
