922.14 PERIODIC COMPLIANCE REPORTS; COMPLIANCE SCHEDULES.
   (a)   Any user subject to a pretreatment standard, after the compliance date of such pretreatment standard, or, in the case of a new source, after commencement of a discharge to the sewage system, shall submit to the Director according to the users Wastewater Contribution Permit a report indicating the nature and concentration of pollutants in the effluent which are limited by such pretreatment standards. In addition, this report shall include a record of all daily flows which, during the reporting period, exceed the average daily flow indicated on the Industrial Survey of that particular user. Any users with applicable standards that require compliance with a BMP or a pollution prevention alternative shall submit documentation to determine compliance with the standard when submitting baseline or periodic compliance reports.
 
   (b)   If an industrial user is not meeting or cannot meet pretreatment standards with its existing treatment system, a compliance schedule shall be issued with specific dates for attaining compliance. This schedule shall include:
      (1)   Increments of progress in the form of dates for the commencement and completion of major events leading to the construction and operation of additional pretreatment systems required for the Industrial User (IU) to meet the applicable local limits or Categorical Pretreatment Standards (e.g. hiring additional personnel, completing preliminary plans, completing final plans, executing contract for major components, commencing construction, completing construction, etc.);
      (2)   Increments in the schedule not to exceed nine months;
      (3)   Submittal of a progress report to the Director, no later than fourteen days after each activity date, including at a minimum, whether or not it complied with the increment or progress to be met on such date, and if not, the date on which it expects to comply with this increment of progress, the reason(s) for delay, and the steps being taken by the IU to return the construction to the established schedule. In no event shall nine months elapse between reports to the Director;
      (4)   The completion date in this schedule shall not be later than the compliance date established for the applicable Pretreatment Standard.
