Wastewater Contributions Permits shall be expressly subject to all provisions of this chapter and all other applicable regulations, user charges and fees established by the City. Permits may contain the following:
(a) Limits on the wastewater constituents and characteristics.
(b) Limits on the rate and time of discharge or requirements for flow regulations and equalization.
(c) Requirements for installation and maintenance of inspection and sampling facilities.
(d) Specifications for monitoring programs which may include sampling locations, frequency of sampling, number, types and standards for test and reporting schedule.
(e) Compliance schedule.
(f) Requirements for submission of technical reports or discharge reports.
(g) All users subject to this section shall retain and preserve for no less than three years, any records, books, documents, memoranda, reports, correspondence and any and all summaries thereof relating to monitoring, sampling and chemical analyses made by or in behalf of a user in connection with its wastewater discharge. All records which pertain to matters which are subject to administrative adjustment or any other enforcement or litigation activities brought by the City pursuant hereto shall be retained and preserved by the user until all enforcement activities have concluded and all periods of limitation with respect to any and all appeals have expired.
(h) Requirements for notification of the City within thirty days of any change in operation which may lead to the new introduction of wastewater constituents or any substantial change in the volume or character of the wastewater constituents being introduced into the wastewater treatment system.
(j) Industrial user submittal of periodic reports on the wastewater discharge characteristics as dictated by the Industrial Users Wastewater Contribution Permit. The report shall include all data generated on the Industrial User's wastewater discharge.
(k) Industrial self-monitoring.
(m) Requirements for an Industrial User to create and implement a Spill Control and Countermeasure Plan (SPCCP), which may include a slug load discharge control plan to prevent slug discharges as per Chapter 922.01(a)(30). SPCCP's and slug load discharge control plans shall be reviewed a minimum of once every two (2) years for accuracy and effectiveness.
(n) Other conditions as deemed appropriate by the City to ensure compliance with this chapter.
