921.19 DISCONNECTION OF EXISTING DRAINS.
   (a)   Any person owning or having control of property, the downspouts or other storm drainage outlets of which are connected to the sanitary sewer system shall disconnect or cause the same to be disconnected within six months after the passage of this section.
   (b)   Any downspout or storm drainage outlet that is not disconnected as required by this section may be disconnected by properly designated employees of the City.
   (c)   Downspouts or other storm drainage may be connected to the sanitary sewers provided the City Engineer permits the same to prevent health and safety hazards to the public because of ice formation on public walks and streets, ponding of waters for extended periods of time or uncontrolled flows of waters likely to cause structural damage to buildings.
