921.15 SEWER CONSTRUCTION.
   (a)   All sewers, both sanitary and storm, to be laid or constructed in the City shall be constructed only after permission shall be first obtained from the City Engineer and shall be constructed according to the specifications of the City Engineer.
   (b)   Anyone desiring a sewer within the City streets shall construct the sewer from the source to the furtherest end of the property to be served at the expense of the person requesting such sewer. The sewer so constructed shall become the property of the City upon its completion and acceptance of the City Engineer.
   (c)   In the event that the City determines that a larger sewer line should be constructed than the one requested then upon construction of the larger sewer line the City shall assume an additional expense of the material for such sewer only and so much of such expense that exceeds the size of the sewer necessary and adequate to serve the property for which such sewer service is requested.
