The funds received from the collection of such sewerage service charges as hereinbefore authorized shall be deposited daily with the City Treasurer and shall be deposited in an account known as the "Sewer Fund". When appropriated by Council, such moneys shall be available for the payment of the cost and expense of the operation, maintenance, management and repair of the sanitary sewerage system, and any surplus in the Fund may be used for the enlargement or replacement of the same, for the payment of the interest on any incurred debt for the construction of such sewerage system and for the creation of a sinking fund for the payment of such debt, but shall not be used for the extension of sewers to serve unsewered areas or for any other purpose whatsoever.
