921.08 INDUSTRIAL WASTES; RATES.
   (a)   For any lot, parcel of land, building or premises having or proposing to have any connection with the City sanitary sewerage system or otherwise proposing to discharge industrial wastes, either directly or indirectly, into the City sanitary sewerage system, a written permit must first be duly issued by the Safety Service Director. Such written permit shall be granted after a determination is made that no injurious acids, alkalies, toxic substances, oils and greases, ammonia or dissolved gases are contained in the wastes which may injure the sanitary sewerage system, its appurtenances or parts thereof, or may hinder the treatment and purification of sewage. Where the industrial wastes contain such injurious materials or have a biochemical oxygen demand (BOD) in excess of 200 parts per million or suspended solids (SS) in excess of 325 parts per million, as determined by an analysis of composite samples, satisfactory pretreatment may be required. Where industrial wastes contain BOD in excess of 200 milligrams per liter and SS in excess of 325 milligrams per liter, a surcharge shall be levied using the following formula:
   Surcharge ($/month) = ($9.30 x lbs BOD) + ($1.10 x lbs SS)
   The determination of pounds shall be calculated in the following manner:
   Average Monthly Flow in MGD x 8.34 x monthly flow weighted average BOD (mg/l) = lbs of BOD
   Average Monthly Flow in MGD x 8.34 x monthly flow weighted average SS (mg/l) = lbs of SS
Where:
   MGD = millions gallons per day
   Mg/l = miligrams per liter
   lbs. = pounds
