921.06 WATER NOT ENTERING SEWERAGE SYSTEM.
   In the event a lot, parcel of land, building or premises discharges sanitary sewerage, industrial wastes, water or other liquids into the City's sanitary sewerage system, either directly or indirectly, and uses water in the excess of the amount allowed for a minimum bill per month or quarter year, and it can be shown to the satisfaction of the Safety-Service Director that a portion of water as measured by the water meter or meters does not and cannot enter the sanitary sewerage system, then the Director may determine in such a manner and by such methods as he may find practicable the percentage of metered water entering the sanitary sewerage system or he may require or permit the installation of additional meters in such a manner as to determine the quantity of water actually entering the sanitary sewerage system. The sewerage charge shall be based upon the quantity of water actually entering the sewerage system subject to the minimum charge provisions set up in Section 921.03 and 921.04.
