921.01 PURPOSE.

It is hereby declared to be necessary and conducive to the protection of the public health, safety and welfare and the convenience of the City, to fix and collect a service charge upon all lots, lands and premises served by connections with the sanitary sewerage system, as is hereinafter provided.
