901.08 REMOVAL OF BUILDINGS; PERMIT REQUIRED.
   (a)   No building, house or other structure that is serviced by water and/or sewer connections shall be demolished and/or removed without first obtaining a permit from the City Engineer's office.
   (b)   Before receiving such permit, the applicant shall post in such Engineer's office a cash or surety bond in the amount of one thousand dollars ($1,000).
   (c)   The cost of such permit shall be fifty dollars ($50.00).
   (d)   Such permit shall be effective for sixty days from the start of the demolition or removal of such structure. The permit shall be extended for thirty days as a matter of right upon proper application to the City Engineer's office. If circumstances warrant, the City Engineer has the authority to extend such permit beyond the thirty day extension.
   (e)   Applicant guarantees that the following shall be performed:
      (1)   That the sewers shall be sealed at the main.
      (2)   That water service shall be cut off at the main.
      (3)   That street curbs and sidewalks shall be repaired or replaced if damaged.
      (4)   That all excavations shall be filled and land leveled and seeded.
      (5)   All debris shall be cleared from the site.
   (f)   If the requirements of subsection (e) hereof are not fulfilled, the one thousand dollar ($1,000) cash or surety bond shall not be returned and the City may perform the requirements of subsection (e) hereof and deduct the cost for performing such requirements from the one thousand dollars ($1,000).
