901.02 PERMITS REQUIRED; FEES.
   Before any person other than a duly authorized City Officer or employee shall make any excavation in any street, boulevard, avenue, alley, highway, public ground or sidewalk, or cut any curb in the City, such person shall file with the Safety-Service Director a written or printed application therefor, setting forth and accurately indicating therein the location, kind and extent of the proposed excavation, removal of sidewalk or curb cut, and the number, purpose and size of the openings or excavations which are desired or necessary.
   If any openings or excavations are for a purpose other than pursuant to a contract with the City, the application shall pay to the Safety-Service Director one of the following fees applicable to his work and sign an affidavit binding the applicant to abide and adhere to the provisions hereby set forth under penalty of law.
   (a)   Street excavations: Five hundred dollars ($500.00).
   (b)   Curb cuts: Ten dollars ($10.00) for a curb cut up to a maximum length of twenty feet, and an additional two dollars ($2.00) per lineal foot for curb cuts exceeding twenty feet in length.
      (1)   Maximum fee to be collected per property per curb cut plan for all Residential Districts including Residential Office District shall be one hundred dollars ($100.00).
      (2)   Maximum fee to be collected per property per curb cut plan for Commercial Districts including Conservancy District shall be three hundred dollars ($300.00).
      (3)   Maximum fee to be collected per property per curb cut plan for all Industrial Districts shall be six hundred dollars ($600.00).
