The Mayor is hereby authorized to issue licenses which will authorize the holder thereof, including members of such holder's organization, firm or corporation, to solicit funds on the public streets or sidewalks of the City. Such license shall be limited to and shall be issued only once a year and shall be effective for only one day to each person desiring to solicit funds on the public streets or sidewalks of the City.
