No person shall engage in the business of operating a tree trimming service without first obtaining a license to operate from the Safety-Service Director. The fee for such license shall be ten dollars ($10.00) per year to be renewed annually. All licensed operators of tree trimming services shall conform to standards of operation as established by the Director.
