No property owner shall neglect or refuse to comply with the notice of the Safety Service Director within the time specified in such notice for the removal of such obstruction to view and to complete the work required in such notice by pruning, changing, transplanting or removing of such trees, shrubs or other plants, or parts thereof, and correcting the condition described in such notice of the Safety Service Director.
