No property owner shall maintain, or permit to stand upon his property, any dead tree, shrub or other plant, any dead part of a tree, shrub or other plant, any diseased or damaged tree, shrub or other plant, or any live tree, shrub or other plant, or part thereof, which is deemed by the Safety Service Director to be a menace to the public peace, health, or safety, or which may result in the spread or breeding of disease to other trees, shrubs or other plants.
