(a) No person shall for any purpose prune, or cause to be pruned, any tree in any street, alley, public place or public ground without first having obtained from the Safety Service Director, a written permit specifying the location of the tree to be pruned.
(b) The Safety Service Director may issue such permit only if he is satisfied that the applicant therefor is a suitable person and qualified to prune such tree so as to not endanger its life or growth, or mar its beauty, and if he is satisfied that the consent of the abutting property owner has been given for such permit to be issued. Such permit may, in the discretion of the Safety Service Director, be revoked and withdrawn at any time.
