Any person desiring to remove any tree or shrub, or any other plant, standing on any public street within the City, for construction of walks, driveways, buildings or any other structure for private purposes, shall first obtain a permit from the Safety Service Director, and, if such permit is issued, shall pay the cost of removal of such trees and shrubs and other plants, or the permittee may remove same at his own expense.
