373.17 VIOLATIONS; IMPOUNDING.
   (a)   If any bicycle is found in a street or alley of the City without a license identification tag, as above set forth, or with a mutilated or altered serial number or no serial number stamped on the frame of the bicycle, it shall be prima-facie evidence that the bicycle is being operated without proper registration and the bicycle shall be impounded and held by the Police Department until proper ownership is proved.
   (b)   If the operator of any bicycle violates any of the provisions of this chapter, such bicycle shall be immediately taken and impounded by the Police Department and shall be held for a period not exceeding thirty days, to be determined by the Chief of Police.
