(a) No person shall, willfully or maliciously remove, destroy, mutilate or alter the number of any bicycle frame. No person shall remove, destroy, mutilate or alter any license tage or registration card during the time in which such license tag or registration card is operative.
(b) However, if any bicycle does not have a serial number stamped on the frame or if such number is illegible, then the Safety-Service Director shall stamp an identification number on the frame of the bicycle.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
