373.12 LICENSE TAG AND REGISTRATION CARD.
   (a)   The Safety-Service Director shall provide license tags together with registration cards, which tags and cards shall have numbers stamped thereon in numerical order beginning with number one. The tags shall be made of brass or some other metal equal in durability and shall be suitable for attachment upon the frame of the bicycle. It shall be the duty of the Director to issue to each owner one tag which shall be attached by such owner to the frame of the bicycle and to issue a corresponding registration card to the owner upon the payment of the license fee hereinafter provided. Such tag shall remain attached to the bicycle so long as it is owned by the person to whom the license was issued. The Director shall keep a record of such registration and give a copy to the Chief of Police.
   (b)   The operator and/or owner of a bicycle shall display his registration card or produce satisfactory proof that he has such registration card upon the demand of any officer of the Police Department.

   (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
