(a) No person shall ride or use a bicycle upon any public street in the City, unless the same is licensed and registered as hereinafter provided.
(b) Every owner of a bicycle shall list and register with the Safety-Service Director his name and address, the name of the manufacturer of the bicycle, its number, style and general description.
(c) In the event that the owner of a bicycle is a minor under the age of eighteen years, then the parent or guardian or the person having care of such minor or with whom he lives shall make such listing and registration on behalf of the minor owner.

(d) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
