355.01 PURPOSE.

   Council finds and declares that the provisions of this chapter are enacted for the following reasons:

   (a)   To protect the residents of these specified districts from unreasonable burdens in gaining access to their residences;

   (b)   To preserve the character of these districts;

   (c)   To promote efficiency in the maintenance of snow removal in these specified districts in a clean and safe condition;

   (d)   To preserve the value of the property in these districts;

   (e)   To promote the peace, comfort and welfare of all inhabitants of the City.
