(a) The area bounded by the following described streets shall be known as the congested traffic area of the City:
Beginning at Pine Street, if extended, and the Sandusky River; thence east on Pine Street to Ohio Avenue; thence south on Ohio Avenue, if extended, to its intersection with the Sandusky River. Beginning at May Street, if extended, and the Sandusky River; thence west on May Street to North Wood Street; thence south on North Wood Street to Napoleon Street; thence west on Napoleon Street to North Wayne Street; thence south on North Wayne Street to Croghan Street; thence east on Croghan Street to South Park Avenue to Hayes Avenue; thence east on Hayes Avenue, if extended, to its intersection with the Sandusky River.
(b) The Safety-Service Director is hereby authorized and directed to designate and mark off such individual parking spaces as he deems proper along the streets in the congested traffic area for the parking of vehicles. At each place where individual parking spaces are so marked off, each vehicle shall be parked so that all wheels are entirely within an individual parking space.
(c) All parking of vehicles is prohibited on streets, alleys or public property between the hours of 9:00 a.m. and 6:00 p.m., Monday through Saturday, for a period of time exceeding two hours, at such locations in the City that such restriction is posted in accordance with Section 305.05.
(d) Police officers shall attach to the vehicle in violation of the time limit provided in this section a notice or notices for each two-hour violation to the owner or operator thereof that the vehicle has been parked in violation of the provisions of this section, and instructing the owner or operator to report to the Police Department in regard to the violation or violations.
