The approval of a subdivision development plat by the City Council, upon recommendation of the City Engineer, approving such subdivision and the improvements therein contemplated shall constitute a permit for the construction of the streets, alleys, driveways, waterlines, sewer lines, and drainage facilities shown and indicated upon such plat and/or in the specifications for such improvements. Nothing contained in the provisions of §§ 97.15 through 97.34 of this chapter shall be deemed to have the effect of repealing Chapter 154 of this code, or any other regulations of the city established by ordinance.
