§ 97.15  COMPLIANCE REQUIRED FOR CONSTRUCTION; EXCEPTIONS.
   (A)   It shall be unlawful for any person to construct, reconstruct, alter, repair, remove or move, or replace any sidewalk, driveway, or curb and gutter, for the use of any character of vehicle, on or across any sidewalk, parkway, or other space between any public road or right-of-way and any private property without complying with the provisions of §§ 97.15 through 97.34 of this chapter, and the related standard specifications of the city.

   (B)   None of the provisions of §§ 97.15 through 97.34 of this chapter shall apply to any work done or to be done along or upon any street, alley, sidewalk, or other place pursuant to any contract for improvements authorized by the City Council, or work done by the city through any of the employees of the city.
