Whenever alum or sulphate of aluminum is used for purification of any public swimming pool water, the water, at all times when the pool is in use, shall show an alkaline reaction. Whenever an alkaline reagent is added to a public swimming pool, such water shall at no time show a reaction for caustic alkalinity. This section shall not apply to lakes fed by natural running streams unless they become stagnant or contaminated.
