It shall be the duty of the City Council to institute such corrective measures for the abatement of health hazards as the Board of Health may direct whenever in their opinion the sanitary safeguards of the community are found to be so defective as to constitute an eminent danger of epidemic disease. In case of controversy, the City Council, or the Health Officer may appeal to the State Commissioner of Health, whose decision in the case shall be final.
