In order to ensure compliance with this Chapter, no person shall construct, modify, or re-locate any required off-street parking surface or any driveway connecting such surface or structure to a roadway, without first obtaining a permit from the Department of Community Development. This requirement shall apply regardless of the projected cost of the project, and the provisions of Section 1442.01(b) exempting certain projects from the need to obtain a permit based upon projected cost shall not be applicable.
