Any person that has a driveway approach across a public sidewalk or parkway shall maintain such driveway in a defect free condition. Such person shall promptly repair defects after notice by the Director of Public Works. The City may, but shall not be obligated to, repair such defects at the owner's cost. The owner shall pay the costs of repair within twenty-one (21) days after the date of the bill. The amount owed shall constitute a lien upon the adjacent property until any sums due hereunder are paid in full.
