(a) Except in the Central Business District (as defined in Section 202.03(5)) adequate dedicated parking spaces shall be provided for curbside service on the site of any business offering curbside services. Said dedicated spaces shall be clearly marked as “curbside service only”, or some reasonably similar language. Except as provided in subsection (b) of this section, in no event shall any business provide curbside service to any vehicle which is not parked in a dedicated parking space on the business premises.
(b) In the Central Business District, curbside service may be provided to persons parked in public parking spaces, and no business shall be required to provide dedicated spaces for curbside delivery. Provided, no business shall provide curbside service to any vehicle parked in a private parking space which is not owned or leased by the business.
