1276.03   CONSTRUCTION STANDARDS FOR DRIVE THROUGHS.
   (a)   All drive throughs shall have no less than one (1) dedicated lane for purposes of accessing the drive through window. Said lane shall meet all of the following requirements:
      (1)   The lane shall be clearly demarcated and identified as “drive-thru only” or some reasonably similar language; and
      (2)   The lane shall provide for stacking of no less than five (5) standard sized passenger vehicles. Provided, that in the discretion of the Community Development Director, dedicated locations for curbside delivery may be substituted in place of one or more stacking spaces, if the Community Development Director determines that the use of said dedicated parking spaces will not interfere with the flow of traffic generally on the site. In no event shall any space required to be maintained for purposes of curbside delivery be used as a substitute for a stacking space.
      (3)   The lane shall be arranged such that any vehicle receiving service or waiting in a stacking space does not:
         (A)   Block traffic or pedestrian flow on the site; or
         (B)   Block access to any parking spaces.
   (b)   There shall be a bypass lane allowing unimpeded circulation of traffic around any lane required by subsection (a) of this section. The bypass lane shall not include any parking spaces.
   (c)   Exterior lighting, including illuminated signage, shall be so shielded or directed that the light intensity or brightness shall not extend beyond the subject property line, to be determined by the submission of a lighting plan acceptable to the Community Development Director.
   (d)   A solid fence or wall four to six feet in height shall be constructed where any off-street parking area is located, adjacent to a dwelling unit or any residentially zoned parcel of land. In the discretion of the Community Development Director, an evergreen hedge maintained in good condition may be substituted for the required fence or wall, provided however, that the evergreen hedge provides an opaque screen to prevent the glare of headlights onto adjoining properties.
   (e)   Entrances and exits shall be located in such a manner as to avoid interference with traffic on adjacent streets or private property.
   (f)   Where it is necessary for patrons wishing to park and enter such businesses to cross a drive-through lane, crosswalks leading from parking areas to building entrances shall be clearly marked.
