(a) Notwithstanding any other provision or exemption provided in this chapter, no work of any kind shall be performed in any structure which has been declared a dangerous and unsafe building pursuant to the provisions of Chapter 1456 of these Codified Ordinances without a permit under this chapter having first been obtained.
(b) This section shall apply to all work performed on a dangerous and unsafe building, by any person, whether or not such work would otherwise require a permit under this chapter. Provided, that if a permit would not otherwise be required for the intended work, but for the requirements of this section, no fee shall be required for the issuance of such permit.
(c) The provisions of this section shall not prohibit remediation of any condition on the property which does not require entry into a structure which has been declared dangerous and unsafe and does not otherwise require a permit under this chapter.
